Buying Property in Istria – A Secure and Structured Process
Buying property in Istria involves more than simply choosing a house, apartment, or building plot. Differences in zoning regulations, legal status, infrastructure, and real market values are often not visible at first glance.
At Portun Immobilis d.o.o. in Rovinj, we provide buyers with a structured and secure purchasing process – from location analysis and document verification to negotiations and final transfer of ownership. Our goal is to ensure every decision is informed, legally secure, and sustainable in the long term.
What We Do for Buyers Document Verification Before ReservationBefore signing a preliminary agreement, we verify:
- ownership records and possible encumbrances
- legal notes and restrictions
- building legality and usage permits
- zoning status (for land purchases)
- building possibilities and limitations
This reduces the risk of future legal and financial uncertainty.
Legal and Tax FrameworkWe guide the purchase through clearly defined stages:
- preliminary agreement and deposit
- purchase contract
- real estate transfer tax assessment
- ownership registration
Buyers receive full clarification of costs, timelines, and obligations before signing any document.
Negotiation in the Buyer’s InterestWe participate in negotiations to achieve a realistic market price and clearly defined terms. A structured approach helps avoid impulsive decisions and unnecessary overpayment.

Buying in Istria for the First Time? Our buyers most often approach us in one of the following situations:
- purchasing a second home in Istria
- investment for short-term rental
- building a family home
- relocating from abroad
- long-term land investment
Each of these scenarios involves a different legal and financial framework, which is why we adapt our approach to each client’s specific situation.
Commission and TransparencyIn working with buyers and sellers, we focus on a clear process, legal security, and realistic purchase conditions. It is important to us that all parties understand every step before entering into obligations.
If you choose to engage us to find a property and manage the transaction, we represent your interests throughout the entire process – from negotiation and due diligence to contract completion.
The agency commission is 3% + VAT of the agreed purchase price.
The commission is not payable at the time of deposit but only once the transaction is legally and financially secure, meaning after more than half of the purchase price has been paid.
This ensures our interest is aligned with the successful and secure completion of the transaction.

The further procedure usually follows these steps:

1
ANALYSIS OF YOUR WISHES
Our process starts with an interview and analysis of your needs and expectations. Having been given an idea of your ideal home, the property searching progress can begin.

2
SELECTION OF PROPERTIES
A selection of properties is then presented and with your feedback, we reduce it to a shortlist of relevant properties to view.

3
VISITING PROPERTIES
In agreement with you and with the property owners, we arrange viewing dates and, if necessary, organize accommodation and transportation.
We don't charge viewing of the properties on work days, so until you buy the property, we work for you for free.

4
NEGOTIATION
After viewing, it is time to consider the options and possibly make an offer to purchase the property. If the seller accepts your offer, our job is to organize the entire purchase procedure in accordance with Croatian laws and the wishes of both parties.

5
SALES CONTRACT
At this stage, the buyer can choose whether he wants to hire the agency's lawyer or another lawyer to prepare the purchase contract.

6
OTHER DOCUMENTATION
In accordance with the agreement between the parties, before concluding the sales contract, we prepare photo documentation and a handover record.

7
HANDOVER
Upon completion of the sale, we will transfer utilities to your name and issue a detailed handover report.
