APN opens a public call for apartment and house owners: Affordable Rental Programme
The APN Affordable Rental Programme is intended for owners of apartments and houses that are vacant and who wish to offer them for long-term rent without risk or administrative burden. The state agency Agency for Legal Transactions and Mediation in Real Estate (APN) manages the rental process, selects tenants and guarantees regular payments, while the owner retains full ownership of the property. The goal of the programme is to activate vacant properties and increase the supply of affordable housing in Croatia.
What is the Affordable Rental Programme?
The programme aims to put vacant apartments and houses into long-term rental use. Tenants pay a rent adjusted to their income, while the difference to the market rent is covered by APN, according to programme rules.
Who can apply?
Owners of residential properties that have not been used for at least two years (neither occupied nor rented) may apply. This is typically proven by utility bills. Properties with structural damage are not eligible.
Contract duration and payments
Contracts are concluded for a period of 3 to 10 years. Compensation is paid in two phases: 60% of the total amount at the beginning, and the remaining 40% after half of the contract period has elapsed.
Required documentation and checks
Applications must include proof of ownership and legality (e.g. land registry extract, occupancy permit or legalization decision), photo documentation and evidence that the property has not been used in the past two years. APN then verifies whether the property meets programme criteria and is suitable for occupancy.
Application deadline
Applications are open until 15 February 2026.
