At What Stage Is the Urban Development Plan “Laste” in Rovinj?
The Urban Development Plan (UDP) “Laste” is currently in a procedure that includes several parallel administrative phases. In order to avoid confusion among the public, it is important to clearly distinguish which steps have already been completed and which procedures are still ongoing.
Preparation of the UDP “Laste”
The UDP “Laste” is being prepared in accordance with the valid General Urban Plan of the City of Rovinj-Rovigno and the Physical Planning Act. The City adopted the Decision on the preparation of the plan, and in compliance with statutory requirements, a public consultation on the draft plan was conducted, including a repeated public consultation.
Within the framework of the public consultations, citizens, legal entities, and competent authorities had the opportunity to submit comments and proposals, which were received and processed through official reports.
Proposal to Repeal the Decision on the Preparation of the UDP
At the same time as the plan preparation process, the City of Rovinj-Rovigno published a Proposal for a Decision to repeal the Decision on the preparation of the Urban Development Plan “Laste”. This proposal represents an initiative to suspend the further preparation of the plan.
The aforementioned proposal is currently subject to public consultation, during which interested members of the public may submit their opinions and suggestions. Public consultation is a legally prescribed step and does not imply the automatic repeal of the plan.
Legal Effect of the Current Phase
Until the City Council of the City of Rovinj-Rovigno adopts a final decision, the Decision on the preparation of the UDP “Laste” remains in force. This means that the plan is still formally considered to be under preparation, regardless of the fact that a public consultation on the proposal to repeal the decision is currently ongoing.
What Comes Next?
After the completion of the public consultation, the collected opinions will be reviewed, and the City Council will decide on the proposal to repeal the Decision on the preparation of the UDP “Laste”. Depending on the outcome of the vote:
- the UDP preparation process may be suspended, or
- the process may continue in accordance with the prescribed procedure until the plan is finally adopted.
